The Human Resources Generalist and Benefits Administrator is the subject matter expert on the SF SPCA benefits programs, HRIS, and Applicant Tracking System. With excellent customer service, this position is responsible for the administration of all aspects of our comprehensive benefits program including healthcare, income protection and Society sponsored benefits. The Human Resources Generalist and Benefits Administrator supports the employment life cycle from recruiting and on-boarding, processing all status changes, through terminations. This position ensures data compliance and provides data analytics to the HR department and the Society as a whole.

Essential Duties and Functions:

Benefits Administration

  • Tracks and communicates benefits eligibility, changes, and terminations to affected employees
  • Manages the coordination and delivery of monthly benefits orientation and prepares collateral information packets.
  • Processes all employee benefit enrollments, terminations, and changes
  • Ensures the accuracy of all benefits enrollments in the HRIS and payer systems
  • Assists with the implementation and on-going maintenance of carrier connection files
  • Oversees maintenance of employee benefit files
  • Ensures the accuracy of all employee payroll records to reflect accurate benefit deductions and performs monthly audits
  • Process timely termination of benefits with insurance plans to ensure accurate premium credits
  • Processes all vendor billing, reconciliation of invoices, and invoice allocation by due date
  • Serves as primary contact for insurance broker, plan vendors, and third-party administrators
  • Assists with the research and evaluation of new and/or improved benefits, oversees annual open enrollment process including employee education
  • Prepares and files quarterly and annual San Francisco HCSO reporting
  • Prepares separation and COBRA paperwork and ensures accuracy of information with the third-party COBRA vendor
  • Ensures compliance with various benefit communication requirements (WRAP, SBCs, etc.)

Recruitment, Applicant Tracking System (ATS) management, and On-Boarding

  • Provides strategic oversight for society wide recruitment, assisting hiring managers with budget management and recruitment direction
  • Assists with sourcing, ad generation and placement
  • Manages the ATS and is resource for hiring managers
  • Drafts and sends employment offer letters
  • Processes all pre-employment background and drug tests
  • Schedules and assists with new hire orientation and Society wide on-boarding

HRIS and Compliance

  • Responsible for the integrity of HRIS data, performs regular audits and data analysis
  • Processes all employee status changes and terminations and ensures corresponding documentation is complete
  • Assists with annual and as-needed benefit audits and reporting including: required compliance reporting, non-discrimination testing, 1095-c preparation, W4 accuracy, 5500s, benefit audits, and assists with various data projects

Customer Service

  • Practices and encourages the humane treatment of animals
  • Provides quality customer service to staff, volunteers, and clients while actively promoting our mission, services, programs and events
  • Promotes donation and giving opportunities as appropriate


  • Works cooperatively with all volunteers and recognizes the talent and commitment they bring to the Society


  • Ensures a safe work environment, following all safety guidelines and modeling safe work practices
  • Takes immediate action to address any safety concerns that could put a staff member, volunteer, client, animal, or the organization at risk

Physical Requirements and Work Environment:

  • Regularly sits at a computer station and operates electronic equipment 6 to 7 hours per day
  • Frequently lifts, carries and positions objects weighing up to 15 pounds when moving supplies and managing special events
  • Typically stands, bends, stoops and crouches while working special events
  • Periodically moves about the campus to coordinate work
  • Consistently exposed to animals and animal allergens under conditions with limited alternatives available

Reporting Relationships and Contacts:

  • Reports to the Director of Human Resources

Education and Experience:

  • A bachelor's degree in a related field
  • 2-3 years of Human Resources Generalist experience
  • PHR or SHRM-CP preferred

Salary and Benefits:


The starting salary for this position depends on the depth and breadth of experience.
